A second technique employed by the authors relies less on references to the Council than on the prevailing climate of opinion, on popular  perceptions.  Catholics and others are aware that there have been many  striking changes in Church discipline and liturgy since Vatican II.  Indeed, it has sometimes been difficult to distinguish legitimate renewal or  reform from dubious changes made with the confidence that the laity are  ignorant of authentic Council teaching.  It is this popular perception  of change that the authors exploit in an attempt to divide the Church  against itself.
